The Bihar legislative assembly Thursday passed the Rs 10,463.18 crore second supplementary budget for 2018-19 and the Bihar Appropriation (No.4) Bill, 2018 with voice vote amid ruckus created by opposition members on Muzaffarpur shelter home scandal issue.
Deputy Chief Minister Sushil Kumar Modi presented the second supplementary budget and the Bihar Appropriation (No.4) Bill, 2018 which were passed by voice vote in the post-lunch session on the penultimate day of the week-long winter session of the state legislature.
The House passed the second supplementary budget to meet various outstanding expenditures of the state government as well as the Bihar Appropriation (No.4) Bill, 2018 to authorise for withdrawal of the above mentioned amount from the treasury.
As per the break-up of second suppmentary budget, Rs 7601.27 crore would be spent on annual scheme while Rs 2767.78 crore has been earmarked for establishment and committed expenditure and Rs 94.12 crore has been allocated for central sector scheme.
The debate could not take place due to noisy scenes in the House and hence the Dy CM sought Speaker's permission to lay his written reply on the topic and requested him to make the text the part of House proceedings.
The House was adjourned twice during the day, following a ruckus created by the opposition parties, led by RJD, Congress and CPI(ML) members.
As the House assembled for the day at 11 am, the opposition members rushed into the well of the House raising slogans against the state government especially targetting Sushil Modi.

They demanded suspension of the question hour to discuss the issue of "misuse" of the CBI by the NDA government at the centre in the light of apex court's Wednesday's severe criticism of the state government on Muzaffarpur shelter home scandal.
Leader of Opposition, Tejashwi Prasad Yadav charged the Nitish Kumar government with shielding those involved in the Muzaffarpur shelter home scandal and demanded that call details of prime accused Brajesh Thakur be made public.
"We'll stop disrupting the proceedings of the House if Brajesh Thakur's call records are made public. People want to know with which officials and ministers he did have talks," Yadav said.
As the Speaker Vijay Kumar Choudhary attempted to go ahead with the scheduled Question Hour, opposition members trooped into the well of the House raising slogans against the Nitish Kumar government.
As the noise continued, the Speaker adjourned the proceedings till 2 pm first and again adjourned the House within 10 minutes of its meeting till 4:55 pm during the post-lunch session due to pandemonium by the opposition on the same issue.
The House proceedings lasted for only 12 minutes during pre-lunch session while the post-lunch session could barely run for 18 minutes on the fourth day of the winter session.
