Referring to Singh's reported threat to District Transport Officers (DTOs) and police officials, Chugh said he was neither the Chief Minister nor the state government officers were answerable to him.
"Congressmen have pampered you so much that you've forgotten you are no more a royal person but a common man living in a democratic setup," Chugh said.
He said the state government officers enjoy some rights which are protected under the law.
Singh served Punjab from 2002 to 2007 as a "royal ruler" and not only the state government officers but also the people of the state know that he was seldom available for their problems, Chug alleged.
