Ram, a former Rajasthan MLA, said this at Jantar Mantar where he has been sitting on a protest against the lynching of dairy farmer Pehlu Khan in Alwar.
Khan and four others were attacked by cow vigilantes in Alwar's Behror while they were on their way to Haryana after purchasing cattle in Rajasthan's Ramgarh on April 1.
The 55-year-old Khan succumbed to his injuries on 3 April.
The BJP-led states are practising rule of goons instead of the rule of law, he added.

The AIKS, the peasants wing of the CPI(M), in a letter to Prime Minister Narendra Modi demanded Rs 1 crore compensation for Pehlu Khan's family and a government job to one of his family members, besides Rs 25 lakh each to other victims.
"A special investigation under the Supreme Court's supervision should be taken up to look into the lynching and RSS' conspiracy to create communal unrest over cow slaughter," said Ram.
Representatives of the association from different states also took part in the protest.
