The BJP has urged the government to convene a special session of the Assembly to table and accept recommendations of the Forth Finance Commission and provide arrears to the tune of Rs 5,000 crore to the civic bodies so as to enable them do business.
Around 12,000 employees of the East Delhi Municipal Corporation have been on strike since Friday seeking clearance of their wages.
"Kejriwal government is responsible for the filth and chaos caused by the employees' strike.
Gupta claimed it was well-anticipated from the time of MCD's trifurcation in 2012 that the present resources of the civic bodies, especially the East Delhi Municipal Corporation and North Delhi Municipal Corporation, may not be sufficient for the proper working of the local governing agencies.

The MLA said Forth Delhi Finance Commission report (submitted on April 5, 2013) in this regard had detailed information about financial requirements for completing mandatory works of the civic bodies once they were trifurcated.
He alleged both the previous Sheila Dikshit and present Kejriwal governments have violated the Constitution by failing to table the Commission's recommendations, resulting in the on-going chaos.
"Kejriwal should call a special session of the assembly to table and accept the Commission's recommendations. It should provide arrear of Rs 5,000 crore to the corporations for the year 2012-13 so that conditions may improve and the civic bodies may be able to function properly," he added.
