Raising the issue during Zero Hour, Bhupender Yadav (BJP) said it was "defective" as the legislation did not have supporting papers.
Deputy Chairman P J Kurien, however, demanded to know under which rule the member was saying this on which Yadav said, "There is a procedural defect."
Intervening, senior BJP leader M Venkaiah Naidu that the Chair under rule 258 should allow him to raise objection regarding the papers that are being laid on the table of the House, with retrospective effect.
"There are a number of precedents where papers laid with retrospective effect had to be explained to the House why they were being done so," Naidu said.
Kurien said that he has no objection if the minister explains it. "I have no objection. That is up to the minister."
Sitaram Yechury (CPI-M) said on a similar issue, he had laid on the table of the House a copy each of the following notifications of the Ministry of Finance under section 48 of the Foreign Exchange Management Act (FEMA).

"There are five notifications. Now, according to the section 48 of the Foreign Exchange Management Act, these amendments have to be laid on the tables of both the Houses of Parliament. It does not say that these have to be laid simultaneously, but it does not say separately," he said.
