He said doing so amounted to "usurping" the power wielded by the Lt. Governor of the national capital.
In January, Gupta had levelled a similar allegation. The government had responded then that Rule 17(1) of the Assembly rules of procedure and conduct of business, permits multiple sittings of a session, when not prorogued.
"Calling one session of the Delhi Legislative Assembly in different parts as is being practiced by the AAP government is virtually denying the LG his right to summon the House," Gupta said in a statement.
"This goes against the spirit of balance of power between the Chief Minister and Assembly on the one hand and LG on the other hand. It has become a routine affair with the present regime," the statement added.
