"We will ensure implementation of the 73rd amendment in Jammu and Kashmir to empower panchayati raj institutions in the state," BJP state chief Shamsher Singh Manhas said here.

Manhas criticised the National Conference-led government in the state for not implementing the Central panchayati raj laws in the state.

"If the government refused to bring 73rd and 74th Amendments to the Panchayati Raj Act claiming that state's Act is superior, then why it has not so far implemented the clauses beneficial for panchayat members," he asked.

He claimed BJP is the only party concerned for the welfare of the rural masses, as it firmly believes in strengthening the democracy through a powerful panchayat system.

Rahi also accused the ruling coalition of violating the model code of conduct at several instances.

Manhas expressed hope that BJP candidates will emerge successful as the masses are "fed up of corruption" in the rule of the present government.

Asking the panchayat members to vote against the ruling coalition, Manhas accused the state government of "befooling" voters through "hollow statements".
