In a public meeting at Shahpur in Kangra district, he accused the BJP of spoiling the political atmosphere in the state by resorting to "hooliganism".
The chief minister also laid foundation stone for several projects in Shahpur assembly segment of Himachal Pradesh where elections are due later this year.
Hitting-out at the BJP and its leaders, Singh said, " My party (the Congress) will never resort to such a strategy in which people are divided on the lines of region, religion and caste."
Launching a veiled attack on turncoats, Singh said that there are a few leaders who are trying to switch loyalties. They forget that those who "cannot be loyal to themselves, cannot be faithful to others as well", he said.

Elected representative who work for welfare of the people and development never face defeat, he said.
The BJP used derogatory language in the Vidhan Sabha, making a mockery of the democratic institution, Singh claimed, alleging that "they never wanted any meaningful discussion on any issue".
The chief minister also claimed that he was being targeted for opening educational institutions by the BJP.
"The BJP its seems wants the people of the state to remain illiterate. The government will open more centers of learning," he said
On an AIIMS for the state, Singh said that the stand of the Union Health Minister was not clear.
