The issue was raised by Leader of Opposition Nand Kishore Yadav who demanded a special debate over the topic.
But, when Speaker Udai Narayan Choudhary refused to admit it saying a discussion on home department was scheduled on Monday next, dissatisfied BJP members trooped into the Well of the House raising anti-government slogans.
While presenting his adjournment motion during zero hour, the Opposition Leader alleged that crime graph has spiralled in the state, particularly after instances of JD(U) and RJD coming close.
When BJP members were agitating in the Well, RJD members also trooped in to press for their demand to declare the entire state as drought area due to paucity of rains.

In the Legislative Council, BJP members led by former Deputy Chief Minister Sushil Kumar Modi raised the issue of Rohtas police firing in which two persons were killed and demanded a judicial inquiry in it.
Dissatisfied with the state home minister Vijay Chaudhary that the Inspector General of Police (Patna zone) and the Patna Commissioner have been inquiring into the incident, BJP members came into Well of the House insisting on a judicial inquiry.
Yadav reeled out crime figures of the past six months before their separation in June 2013 and six months hence.
During January to June last year, 86,798 cognisable offences were recorded which rose to 98,163 during July to December last year when JD(U) alone ran the government, he said.
