The rally which started from Akashdeep Complex and culminated at Zero Point Tinali, was participated by over 500 party workers.
However, police prohibited the members to reach the Raj Bhawan and instead allowed a nine-member team to submit the memorandum.
The memorandum, a copy of which was made available to the media, seeking the governor's intervention on the "serious law and order problem", demanded immediate resignation of Home Minister Tanga Byaling for his alleged failure to contain growing crimes in the state capital as well as in other parts of the state.
While receiving the memorandum on behalf of the governor, his secretary Shurbir Singh informed the representatives that the Raj Bhawan was keeping a watch on the law and order problems and challenges of the state, and official communique said.
Singh also informed that recently the governor had given his assent to the Arunachal Pradesh Unlawful Activities (Prevention) Act, 2014 which provides for preventive detention of anti-social elements and habitual offenders in order to maintain public order.
