The application in this regard was filed a day before the three week deadline, set by the apex court on May one.
The Centre's plea, which is likely to come up for hearing on Friday, said there was need for more time to implement the order in view of the change in the government.
The application was filed six days after a vacation bench in the apex court on May 16 did not agree to give urgent hearing to UPA government's plea for review of its judgements constituting the panel under Justice Shah.
Justice Shah, who was earlier appointed as Vice Chairman by July 4, 2011 order, will take the place of former apex court judge B P Jeevan Reddy who has expressed his inability to continue as Chairman due to personal reasons.
