Botched eye surgery: Haryana govt sets up 3-member probe panel

Haryana Chief Minister Manohar Lal Khattar today said a three-member panel has been set up to probe the alleged botched eye surgeries that resulted into partial vision loss of at least 16 people in Ambala Cantt.
Strict action would be taken against those found guilty, Khattar said in a statement released here.
As per reports, at least 16 people suffered partial vision loss after undergoing cataract surgery at a charitable hospital in Mahesh Nagar locality of Ambala Cantt.
Dr Charanjit Singh of charitable society 'Sarv Kalyan Sewarth Samithi' had conducted the cataract surgeries on November 24 and charged Rs 6,000 to Rs 10,000 from each of the patients.
Khattar said the state government would formulate a new
policy to facilitate the people to acquire land through mutual negotiation for setting up of projects.

"This policy will make land easily available for setting up of projects," he said.
He said thousands of recruitments have been made by his government on the basis of merit only "thus bringing an end to the decades-old system of nepotism, regionalism and corruption".
He said implementation of the teachers' transfers policy reflected the changing system.
"Now, neither any teacher knocks at the door of others to get himself transferred nor does any individual give his slip for transfer to any MP, MLA, Minister or officer. This transfer policy is online and has been formulated in the larger interest of school teachers and students," he said.
"This policy has been highly appreciated by teachers and others," he added.
Khattar said his government is making concerted efforts to provide efficient and responsive administration to the people and wherever required, the system was being changed.
He said out of the 3,500 announcements made by him so far, work on 1,200 has either been completed or is in progress.
He said the officers concerned have been directed to ensure implementation of these announcements within next three months and he would remain in Chandigarh during this period to monitor it.
The CM said as far as "Ease of Doing Business" goes, Haryana ranked fifth, trailing only the states of Gujarat, Madhya Pradesh, Telangana and Andhra Pradesh.

In reply to a question, Khattar said cooperative banks in Haryana would be made online by January 31, 2017 to facilitate the people.
To a query on Direct Benefit Transfer (DBT) scheme, he said 67 schemes have been identified to be implemented through DBT by the end of March.
While referring to the irrigation system in the state, he said, "Our government ensured an early hearing of the presidential reference on SYL Canal ... The Supreme Court gave its verdict in favour of Haryana."
He hoped that the decision would be implemented in next three-four months.
Khattar also said a Rs 2,200 crore has been sanctioned to increase the carrying capacity of WJC Carrier System and JLN System.
He said the central government has been urged for construction of Renuka, Kishau and Lakhwar-Vyasi dams which have already been declared as national projects.
He hoped that Haryana would start getting water from Renuka Dam, whereas it would get water from Lakhwar-Vyasi in two years from now.
He said the National Youth Festival would be organised in Haryana from January 12 to 16.
Khattar informed that with a view to promote women education, foundation stones of 22 new Women Colleges would be laid on January 22.
He said the state government has started e-services on a large scale which are being provided through 131 e-Disha and 3,616 common service centres. These 117 e-Services belonged to 21 departments.
In reply to a question, the CM said the government has a plan to introduce Wi-Fi Service at public places.
"The government is effectively using information technology to check corruption at all levels," he said.
Khattar also hailed the Supreme Court verdict in which it held that any appeal for votes on the ground of "religion, race, caste, community or language" amounted to "corrupt practice" under the election law provision.
The CM said he has decided to visit those 50 villages in the state where neither any CM nor minister or officer of the level of sub-divisional magistrate have visited so far.
