Police had registered an FIR against the boy, Muhammad Asad, under Section 188 of the Pakistan Penal Code after receiving a report from an official of the provincial highway department.
The report alleged that Asad had dumped heaps of crushed stone on the road and this had caused traffic jams and other problems in Sialkot district, 80 km from Lahore.
Police officials arrested the boy's uncle Kashif Hussain after failing to nab him.
Additional District and Sessions Judge Asmatullah Niazi of Sialkot yesterday granted pre-arrest bail to Asad.
The judge summoned a local police station chief to appear in his court with complete records of the matter on August 28.
