"A provision may made in the guidelines to the effect that the non-movable/fixed electricity generators are permissible under the scheme not only for new as well as existing hospitals but also for primary health centres belonging to the centre/state/UT governments and local bodies," the panel said.
The Committee on MPLAD scheme in its 6th report tabled in Parliament said that the government has only clarified the permissibility of non-movable/fixed electricity generators in scheme without making any provision in the guidelines.
The scheme has a provision regarding procurement of hospital equipment for government hospitals/dispensaries.
As such, it is not clear, whether electricity generators are falling under the category of hospital equipment, it noted.
It said that in such a scenario, the district authorities may find it difficult to accord sanction to the non-movable/fixed electricity generators in the absence of any specific clear cut provision in this regard.
