On Army's pressure during his tenure, he said, Defence Minister A K Antony had written a "strong" letter to the Prime Minister on the issue of "one rank, one pension" and subsequently, a committee was formed.
"But we know the results, because the very people who are part of the committee are those who have given a dissenting note when the issue was debated at the Parliamentary Committee.
"The answer lies in understanding that it is the bureaucracy which is coming in the way of this very legitimate demand of servicemen and ex-servicemen," he told reporters.
Singh said Army had worked out the correct figures (of expenditure) to inform the Defence Minister that "the whole system was being misled by the bureaucrats by quoting figures which were absolutely beyond imagination."
Asked about the media report of movement of troops to Delhi in January this year, when controversy regarding his age was at its peak, he said "I think those are statement of deranged mind that talk of that."
Singh, who have earlier shared dais with activist Anna Hazare, yoga guru Ramdev and AAP leader Arvind Kejriwal on corruption issue, said he had written a letter to Bihar Chief Minister Nitish Kumar seeking permission to hold a rally on January 30 at the famous Gandhi Maidan there. (More)
