Cabinet nod for cadre review in Post & Telecom a/c services

Cabinet today approved first cadre review of Indian Posts and Telecommunications Accounts and Finance Service (IP&TAFS) Group, entailing reduction of the total cadre strength by 44 to 376 and creation of post of Controller General of Communication Accounts (CGCA).
According to an official release, the features of the review also includes creation of some additional Higher Administrative Grade level and Senior Administrative Grade level posts, reduction of Junior Administrative Grade level posts besides creation of 46 posts to be operated as reserves.
The cadre review was approved by the Cabinet chaired by Prime Minister Narendra Modi.
Indian Posts and Telecommunications Accounts and Finance Service Group 'A' was constituted in 1972 and caters to both Department of Telecommunications and Department of Posts.
In Telecom Department, the Group performs the functions of assessment and collection of license fee/spectrum usage charges, spectrum auction, USO scheme monitoring and subsidy management, and budgeting amongst others. While in Postal Department, its functions inlcude finance advice, budgeting, tariff and costing, accounting and internal audit.
The review was necessiated due to reasons such as paradigm shift in the role of Departments of Telecom and Posts, need for strengthening of audit mechanisms of both the Departments, and the stagnation in various grade of the service.
