According to the CAG's latest report on state finances for the year ended March 31, 2014, tabled in the state assembly last fortnight, a total number of 1,769 UCs involving Rs 1315.72 crore were outstanding as on March 31, 2014.
Out of this, 1132 UCs amounting to Rs 1004.48 crore were outstanding for more than one year.
The report pertains to the period of the Omar Abdullah government in the state.
Financial rules provide that for the grants provided for specific purposes, UCs should be obtained by the department officers from the grantees. After verification, these should be forwarded to the Accountant General within 18 months from the date of their sanction unless specified, CAG report said.
Considering the pending submission of UCs for an amount of Rs 1315.72 crore, which is 4.15 percent of the total expenditure as on March 31, 2014, CAG called for a periodical monitor, timely submission of UCs and link further releases with the submission of earlier UCs.
