Chief Minister Arvind Kejriwal had on February 16 written to Union Minister for Environment, Forest and Climate Change Prakash Javadekar seeking services of Chaturvedi as Officer on Special Duty (OSD) in his office.
The proposal remained pending in MoEF, the cadre controlling ministry of the officer, till May 2015 and on June 2, the ministry sought the NOC of the Health Ministry over the deputation.
There were many exchange of letters between the Health Ministry, DoPT, AIIMS and MoEF on the issue but nothing could be decided.
Ministry of Environment and Forests (MoEF), thereafter, issued a communication on October 28 to Health Ministry asking for an NOC, following which the latter issued the NOC on October 30.

The government of Uttarakhand, being Chaturvedi's parent cadre, also issued an NOC on the deputation proposal on November 4.
On November 5, the Tribunal ordered that MoEF should immediately send the case to the ACC and fixed the time for January 5.
In his recent letter to Cabinet Secretary, the senior IAS officer had said that he was without any work and paid full salary. He had requested for allocation of post of deputy secretary.
