CBI told to reprobe illegalities in tubewell pipe installation

A Delhi court has directed CBI to reinvestigate alleged corruption in installation of tubewell pipes involving six Delhi Jal Board officials, while rejecting its closure report that no case was made out.
The DJB officials were accused of conspiring with the contractor, who submitted false bills, to record false entries in the measurement books showing installation of pipes which were five to six times costlier than the ones actually used.
Special CBI Judge Manoj Jain ordered the re-probe rejecting CBI's closure report which said that no case was made out against the six public servants and a contractor for want of sufficient evidence as it was not possible to assess whether there was any pipe of the requisite brand or not after a particular depth.
The case pertains to an FIR concerning five works related to "re-boring of tubewells" at Satya Niketan, Inder Puri, R K Puram, Anand Niketan and Vasant Vihar.
While the contractor was required to install pipes of a particular company, he in connivance with DJB officials installed pipes of an ordinary brand and raised bills for the costlier brand.
The FIR was registered by CBI on the basis of information received from a source in September 2011 against officials of southwest division of DJB -- P K Jain, N K Khare, Shiv Hari, Birendra Singh, R B Sharma and Ashok Pal Panwar and a private contractor M/s R B Sales (India).
CBI in its closure report said it took assistance of National Geophysical Research Institute (NGRI), Hyderabad in order to assess whether the re-boring was done up to the level as claimed by the contractor and whether pipes of requisite make/brand were installed or not.
