Lokayukta Justice Manmohan Sarin, in an order, held Anita Koli, former councillor of Pooth Kalam in Rohini, guilty of allowing to help raising unauthorised construction in her ward.
The Lokayukta also held Sateshhwari Joshi, former councillor of Vinod Nagar, guilty of offering to help raise unauthorsed construction.
The Lokayukta had decided to initiate the probe in December last year after a news channel telecast a sting operation purportedly showing that money was demanded for allowing illegal construction.
Sarin recommended to Khanna that a "censure be issued to the two councillors for their "misconduct."
In Koli's case, the Lokayukta said "the respondent, being a municipal councillor, has no business to discuss modalities of (raising) unauthorised constructions with the builder."
In the order, Justice Sarin said the husband of Koli was doing most of the talking.

In her defence, Koli said the sting operation was "motivated" to harrass her.
In the case against Joshi, Justice Sarin said the councillor during the entire conversation has stated that the builders should start their construction and they would not face any "trouble" from MCD. The councillor, however, rejected the allegations.
