Replying to questions from mediapersons after the signing of MoU for construction of Sri Nainadevi-Anandpur Sahib ropeway project, he said more and more subjects are being shifted to "concurrent list" and the Centre was having major say in allocation of funds.
"The states are made accountable for implementation of all central schemes but the states have no financial or other powers", he said.
Asked about discrimination against non-UPA states by the Centre, he alleged discrimination was clearly visible and the ministers at the Centre were diverting projects and funds to their areas, which was hampering the balanced growth and development.
"Punjab is the main agricultural state but the funds for this sector are going to other states" he claimed.
Badal parried all questions about handing over of Shanan Power Project, Shah Nahar project and Himachal's share in BBMB projects and said that we will talk about these.
"Punjab and Himachal are like brothers and all issues would be sorted out in a brotherly manner", he quipped.
