The Special Police Establishment of Lokayukta police was supposed to file the chargesheet before the additional sessions court today but could not do so as judge B K Dwivedi was on leave, sources said.
The chargesheet is likely to mention names of 16 others, including the close family members of the couple, besides a Delhi based stamp vendor, an insurance agent and a property broker.
The Income Tax department in 2010 had raided the residences of the IAS couple in Bhopal and unearthed alleged disproportionate assets valued at around Rs 360 crore.
Both the officers are currently under suspension.
