As a gesture of solidarity with special children, one such child would be invited to light the lamp during the inaugural ceremony at the state-run Nandan multiplex where West Bengal Chief Minister Mamata Banerjee would preside.
One of the sections in the festival has been dedicated to films on special children.
Eminent actor and thespian Mohan Agashe would be the chief guest on the occasion.
The opening film would be the Oscar-nominated Marathi film 'Shwaas' (2004) by Sandeep Sawant.

Altogether there would be 186 films including short and documentaries from India and 22 foreign countries during the carnival.
Besides Nandan, films would be shown in Sisir Mancha, Rabindra Sadan, Ahindra Mancha, Rabindra Tirtha and Star theatre.
Classics like 'ET', 'Alice in Wonderland', 'Around The World In 80 Days', 'Bicycle Thieves', 'Gold Rush', 'Pather Panchali', would be the special attraction.
In the Indian children panorama section, films like 'Hirer Angti', 'Gonsai Baganer Bhut', 'Sabuj Dwiper Raja', 'Patalghar' and 'Bal Ganesh' will be screened.
