"The undersigned is directed to refer to this Ministry's order dated May 31, 2016 and department of Personnel's notification published in the Gazette of India dated May 31, 2016, enhancing the age of superannuation of officers of Non Teaching specialists, public health specialists and General Duty Medical Officer sub cadres of CHS to 65 years.
The Ministry said that since these NCD conditions do not
exhibit symptoms until complications set in, it is essential to detect them early while noting that early detection not only enables onset of treatment but prevents high financial costs and suffering.
"Screening for these conditions, which can be undertaken at the level of the sub centre or Primary health Centres helps early detection and also serves to raise health awareness among people to lead healthy lifestyles," the Ministry said.
Given that primary health care, including prevention and health promotion can lead to improved health and developmental outcomes at much lower cost, the Ministry is now expanding access to prevention and primary care services, it said.
