He was speaking at a public address in Kaithal district today, according to an official statement.
Expressing concern over the development work carried out in the district, Khattar said the work undertaken during the previous regime "was done only with an eye on political benefits".
He also announced a slew of incentives for the people of the district which included a new girl's college at Guhla-Cheeka, extension of general hospital with facility of MRI and CT scan.
The chief minister said that the priority of the government is to provide a transparent administration to the people. "We will do what we have committed," he said.

Taking a dig at the previous government in the state, the chief minister alleged that it used to lay stones for various development works which were never started and make "tall announcements which never materialised".
Khattar said that the present BJP government will take into consideration the position of its financial resources before making any announcement.
Without naming anyone, he said that "our former prime minister used to say that out of one rupee given by the government only 10 paisa reaches the people". But we will ensure that hundred per cent funds reach the people.
