A division bench of Justices V M Kanade and P D Kode was hearing a suo moto (on its own) Public Interest Litigation regarding safety and security measures for women in the city.
The PIL was taken up after the same bench confirmed the death sentence of two persons for raping and killing a BPO employee in Pune.
"What is happening? Something is seriously wrong. There was a time when the presence of a single constable was enough to deter crime. Now nobody is afraid," Justice Kanade said while referring to the recent incident of a man burning the face of a woman with a pesticide in suburban Kandivali.
The bench said it would apply its mind regarding the guidelines to be formed on safety and security of women in the city. The court said the government could file its affidavit on the issue.
The court was informed by chief public prosecutor Revati Dere that the Supreme Court had on November 30 this year passed directions to all state governments regarding the issue of eve-teasing.
"Since the apex court is already looking into the issue of eve teasing, it is not necessary for the high court to consider the same," the bench said.
The matter has been posted for hearing next week.
