Comprehensive guidelines under RUSA to be adopted by October

The Centre today said comprehensive guidelines under Rashtriya Uchh Shiksha Abhiyan (RUSA) would be adopted by October for qualitative improvement in education, but there is no decision yet on funding of private universities.
Urging states to set up regulatory commissions for private universities and colleges to ensure quality education, Secretary, Union HRD Ministry, Ashok Thakur complimented Himachal Pradesh for taking the initiative of setting up a regulatory commission and asked other states to follow suit.
Some states like Rajasthan and Delhi have already shown their inclination to set up regulatory commissions and sought details from Himachal, he said, adding that all states should have such a mechanism.
When pointed out that why the Centre has not set up any such commission so far, he said, a comprehensive exercise had been done, but the Bill is pending in the Parliament.
He also appreciated the initiative taken by Himachal government in implementing guidelines under RUSA and hoped that a uniform regime would cover all institutions of higher education.
On the issue of funding of private universities, Thakur said, no decision has been taken so far and the matter was being deliberated in detail by the Planning Commission and the HRD Ministry.
Stressing that accreditation of institutions was a must for maintaining the standards of higher education, the HRD Secretary said, it would ensure institutions have adequate infrastructure, staff and other facilities as per norms.
