Tamil Nadu Congress Committee made the demand in a memorandum to Governor K Rosaiah, which listed out graft charges under 25 heads.
"All the irregularities and corruption mentioned in our complaint is done collectively by all ministers, officials and AIADMK men," TNCC president Elangovan said in the memorandum.
The party also urged the Governor to dismiss the State government under Article 356 of the Constitution "to end graft in Tamil Nadu".
Beginning with the suicide of Agricultural Engineering Department Executive Engineer S Muthukumarasamy, it listed out the charges.

He was relieved of party posts and the state ordered a CB-CID inquiry into allegations that the official had killed himself due to pressure exerted allegedly by Krishnamurthy over the issue of appointments of drivers.
Earlier, the congress held a rally in Egmore here, in which party cadres from the state participated.
The party also alleged corruption in electricity purchase and in the now scrapped land deal by the State with Coca Cola for a manufacturing plant in Erode District.
The list also cited "corruption in higher education, school education, Aavin milk [through pilferation], granite commercial taxes, Public distribution system," and went on to cover several other State departments.
"We appeal that a Commission of Inquiry be constituted headed by a retired Supreme Court or High Court Judge after getting the report from the Chief Minister".
Speaking to reporters later at Raj Bhavan, Elangovan claimed his party had "proof" to substantiate the charges and added that Rosaiah had assured of appropriate action on it.
Senior party leader Mani Shankar Aiyar, State Congress functionaries and MLAs were part of the delegation led by Elangovan to the Governor.
It urged him to seek a report from Chief Minister O Panneerselvam and recommend an inquiry by a former judge if the reply was found unsatisfactory.
