The party had earlier called for a strike on August 20 but the date was changed later on.
"Police is intentionally giving motivated and misleading information on the case. Police and administration are trying to protect the murderers. This is very unfair, unfortunate and sad. The inquiry is not going in the right direction. We are calling for a bandh on the August 18," senior Pradesh Congress leader Manas Bhuniya told reporters.
"But she has taken a 180 degree turn now. The murderers have not been arrested even after so many days," he said adding that the strike is to protest against the "law and order situation" in the state.
Krishna Prasad Jana, a third year BA student, was allegedly beaten to death on August 7 during a clash between student unions of Congress and Trinamool Congress over felicitation to West Bengal minister Soumen Kumar Mahapatra at Sabang College.
