Nabarangpur district Congress president Narayan Patra said the 'Hartal' call was given in protest against alleged police inaction against Randharai on the complaint made by Prabhati Kondho, former chairperson of Tentulikhunti Block in the district.
Kondho, who also belonged to the ruling BJD, in a complaint with the police on September 15, alleged that Randhari did not return her Rs 4 lakh and seven tolas of gold which he had taken during elections in April this year.
She also made serious allegations against the MLA accusing him of attempting to outrage her modesty.
Randhari, however, rejected all the allegations and claimed that Kondho had lodged FIR against him out of frustration.

"She is now dancing to the tune of the Congress Party. The police is investigating the matter and fact will come to public very soon," Randhari told PTI.
The tribal woman Prabhati Kondho, said: "I have drawn attention of Chief Minister Naveen Patnaik on September 2. However, I could not get justice. The MLA is not punished."
Police said they have already made a station diary after receiving the complaint from Prabhati and the matter is under investigation.
