Protesters, led by DPCC chief spokesperson Mukesh Sharma, shouted slogans against BJP and AAP and held them responsible for the present situation.
They also sat on dharna outside the Dwarka Mor metro station and refused to move, following which police detained Sharma and other party supporters and took them to Dabri police station.
Due to the agitation, three metro stations - Dwarka Mor, Nawada and Uttam Nagar West - had to be shut down for few minutes, officials said, adding to manage the situation, police personnel were deployed at nearby metro stations.
Sharma said Congress would continue its agitation, and a protest meeting would be held by the party workers of Madipur tomorrow.

President of Mohan Garden Federation, A K Naiyyar, who also participated in the demonstration, said that they have not got water for past three days and also electricity comes barely for half an hour during the whole day.
