He also demanded an increase in the percentage of state-specific questions in the General Studies paper.
In a letter to Chief Minister Harish Rawat, Anand described the PCS as the most important state-level government services and expressed concern over fewer candidates from the state clearing the test.
Attributing the scenario to a combination of factors including rural background of a majority of meritorious students from the hill state, Anand urged the Chief Minister to remove CSAT papers which are completely based on English.
"We can follow the example of other Hindi speaking states which have done away with CSAT papers in PCS prelims," he said, citing the latest instance of Jharkhand which took a decision to make CSAT papers in PCS prelims optional early last month.
Anand also demanded a hike in percentage of questions based on Uttarakhand in the General Studies paper from the current 12 per cent to 40 per cent and a reduction of questions on mathematics in the Common Aptitude Test from 60 per cent to 40 per cent.
