"Congress is for peace, progress and prosperity, and committed for the development of the youth, employment generation, women empowerment and infrastructure development," Chief Minister Nabam Tuki said after releasing the 22-page party manifesto here.
The party, if came to power, would provide two units of free electricity to all gaon burahs (GBs), besides providing them free cell phones and colour televisions.
Moreover, the honorarium for the GBs would also be enhanced besides providing 10 kg free rice per person per month in all border villages.
Livelihood mission schools would also be launched in every Assembly constituency to encourage drop-out students to adopt self-employment, it said.

It also promised bringing in sea changes in the state's education, health, agriculture and allied sectors.
The party proposed to set up a banana fibre extraction plant in the state besides taking up oil palm cultivation in 20,000 hectares to be implemented in five years through contract farming with end-to-end solution.
Tuki said the party would impress upon the Centre to introduce Rajdhani Express from Itanagar to New Delhi and Shatabdi Express from Itanagar to Guwahati.
It also promised to adopt the Seventh Pay Commission recommendations of the Centre besides providing 100 per cent Dearness Allowances to its employees.
Construction of a press colony for scribes from the state, providing security in all media establishments, installation of CCTV cameras and declaring media houses as prohibited area after 5pm were also on the cards.
