Mir filed his nomination papers before Electoral Registration Officer (ERO) Khursheed Ahmed Sanie at the Sub-Divisional Magistrate's office late this afternoon.
"I am seeking mandate from the people based on the development works undertaken by me in my constituency. I have delivered fully on my manifesto...," Mir told a rally after filing his nomination papers.
Mir was minister for Road and Buildings in the Mufti Sayeed Government from 2002 to 2005 and later in the Omar Abdullah government as Tourism Minister.
Hitting out at PDP and NC, Mir said he has sown the seeds of development in this constituency since he started working in the constituency in 1996.

"There is huge development of Tourism infrastructure, setting up of Verinag Development Authority, degree college, polytechnic college, university campuses, road bridges, hospital, etc.," he said.
Asserting that Congress will win majority of the seats to form new government in the state, he said.
"It will not happen as the this land is known for secularism," he said, adding that people should strengthened the roots of secularism.
The assembly constituency goes to polls on fourth phase on December 14.
