Participating in a discussion on a private member's resolution to set up a central university in Motihari, Bihar, Mahabal Mishra said by removing the "class X barrier", the quality of education has come down.

"The HRD Minister keeps bringing policies but nothing much has been done in the field of education...Quality of education has come down after class X barrier was removed," he said.

While HRD Minister Kapil Sibal was not present in the House, his deputy D Purandeswari was there as the resolution pertained to the ministry.

As part of this new system, student's marks will be replaced by grades which will be evaluated through a series of curricular and extra-curricular evaluations. The aim is to reduce the workload on students.

But critics feel the system has its own demerits as a child with 92 marks will get the same grade as the child with 100 marks. It is also said that student are busy mostly in projects than studying.
