The Congress had already submitted a charge-sheet against the Dhumal government to President Pranab Mukherjee, she told reporters here.
Issues included in the charge-sheet were very important and the party would raise these in the state assembly, the Leader of the Opposition said.
The party was even mulling bringing a no-confidence motion against the state government, Stokes said.
She said the state government had crossed all limits of corruption and "we will ensure that it shall be answerable to people".
On media reports saying she was offered a gubernatorial assignment for quitting the post of CLP leader, Stokes denied any such offer.
