Kaushal's name was selected from a list of nine names sent to the Congress high command by the party's state election committee, Himachal Pradesh Congress chief Sukhvinder Singh Sukkhu said today.
The bypoll was necessitated following the death of BJP MLA Ishwar Dass Dhiman, who had won from this seat six times in a row and had defeated Kaushal twice.
The BJP has nonminated Anil Dhiman, the son of Ishwar Dass, for the by-election.
Notification for the by-election was issued on March 14 and March 20 is the last date for filing of nomination. Neither the BJP not the Congress candidate has filed their nomination papers.
BJP won 57 seats out of 70 in Uttarakhand and 312 out of 403 seats in Uttar Pradesh Assembly polls, the results of which were declared on March 11.
Sukkhu said the Congress government in Himachal Pradesh had adopted the party manifesto as its policy document and fulfilled its promises, and the party's achievements would be its poll plank.
