The opposition Congress today observed 'dhikkar divas' in its bid to highlight the failures of the BJD government in Odisha and NDA government at the Centre in meeting aspirations of the people.
Congress workers and leaders held protest rallies and supporters gheraoed block offices and collectors' offices in different districts across the state.
A group of party workers led by Odisha Congress president Prasad Harichandan had a scuffle with police when they attempted to enter the block office in Bhubaneswar.
"The BJD government has submitted a report card which depicts progress in the state. Similarly, the Narendra Modi government is also observing 'vikas parv' to commemorate two years of its government at the Centre," Harichandan said.
Claiming that there has been no development in Odisha, Harichandan said people in 25,000 villages were not getting drinking water, while sale of liquor in these areas has increased.
"As many as 30 lakh people are yet to get electricity. There are no roads to 12,500 villages. 70 lakh eligible beneficiaries have not received NFSA card. Is this the development BJD and BJP governments are talking about?" he asked.

The party also condemned the state government's attitude towards MLAs belonging to SC and ST communities.
"Today we held demonstrations in all 314 blocks of the state to highlight the failure of the state and the Centre.
"The ruling party MLAs and MPs are involved in various scams, including the chit fund scam, mining scam, irregularities in plot and land allotment under discretionary quota, NFSA irregularities, but the government is trying to cover them up. We are taking these issues to the public," said OPCC spokesperson Sulochana Das.
