While many states have completed the process, key states like Uttar Pradesh will complete it at a meeting of Pradesh Congress Committee (PCC) on October 12.
Some state units have also passed a resolution urging Rahul Gandhi to take over the party's reins.
Haryana Congress is meeting tomorrow for passing the one- line resolution, thereby completing the poll process in the state.
The party has told the Election Commission (EC) that it would conclude the internal poll process by December-end according to the poll panel's directions. The EC had given a year's extension to the Congress in this regard.

Meanwhile, the tussle in Haryana Congress intensified ahead of the crucial meeting of PCC tomorrow.
Sources said former chief minister Bhupinder Singh Hooda and PCC chief Ashok Tanwar, who have locked horns over PCC delegates who will elect the new party chief, met Central Election Authority chairman Mullapally Ramachandran and its members.
The delegates will elect the new PCC chief and the Congress president.
"The PCC polls were planned to be completed by October 10. Some states could not complete it by this date. States which have completed the formality are expected to submit their reports to the Central Election Authority (CEA) tomorrow," a party leader said.
Rajasthan and Jammu and Kashmir state units of the Congress also passed separate resolutions requesting Rahul Gandhi to take over as the party president.
"The Congress party is strengthening the voice of people as a strong opposition against the BJP government under the leadership of Rahul Gandhi. Party workers want Rahul Gandhi to be the party president, therefore we in Rajasthan today passed a resolution for this," Rajasthan Congress president Sachin Pilot said today.
The two state units also passed resolutions authorising Sonia Gandhi to nominate the next state presidents, state unit members and AICC delegates.
