He was later released on bail, an RPF spokesperson said.
Gogi was taken into custody by the RPF from his residence at Ghumar mandi locality here.
After his release, Gogi termed his arrest as a "political vendetta".
The spokesperson said a case was registered against Gogi who was leading a protest by Congress workers on May 2, 2015.
It is the fourth arrest by the Ludhiana unit of the RPF in last three months in similar offences, the spokesperson said.
Congress party activists had blocked the rail traffic near Gurudwara Dukh Nivaran on that day.
