Speaking to media persons after visiting rain-affected areas of Alwal in Kukatpally here, Reddy alleged that the TRS government's "lethargic and negligent attitude" has pushed the entire city (Hyderabad) into a "chaotic" situation.
He said the portfolio of Municipal Administration was handled by Chief Minister K Chandrashekar Rao himself for the first two years and then he "gifted" it to his son K Tarakarama Rao after the Hyderabad civic polls.
"Neither of them held a comprehensive review on civic conditions in the city and today's situation was the outcome of continued negligence," Reddy charged.
"The situation clearly shows that no emergency plans were drawn after the meteorological department issued warnings of heavy rains in the city. Instead of action, the entire machinery responded in reactionary manner.

"At least now both KCR and KTR should come out of their slumber and take immediate action to bring back normalcy," he said.
The Congress leader also claimed the Greater Hyderabad Municipal Corporation has been starving of funds under the TRS regime and consequently, the routine desiltation of drains and other works were not taken up before the onset of monsoon which proved "disastrous" for its residents.
