"We will file an official complaint to Chief Election Commissioner V S Sampath against the inept functioning of state Chief Electoral Officer Sunil Gupta," Bhuniya said.
"We had told the CEC to look into the manner in which the state election commission had conducted the last Panchayat elections. The CEC should have an idea on how elections were conducted in such a volatile situation. There were areas where the Congress could not field candidates due to violence but voting took place," he said.
