The Bill, which was passed in the assembly recently, provides for appointment of members of the assembly as parliament secretaries who will have the rank and status of a minister of State.
They will help in planning and coordination of legislative business in the House and will serve as an intermediary between administrative secretaries and ministers.
"Such appointments will be nothing but a luxury in the context of the present financial condition of the state which has been described by the chief minister as precarious," CLP leader Mohammad Shorab said in a letter to the governor M K Naryanan.
Besides, the bill was passed without proper debate, he said.
The bill was passed in the house by voice vote on December 13 in the absence of opposition Left Front and Congress legislators.
Parliamentary Affairs Minister Partha Chatterjee had said the state government had done nothing new as provisions for appointing parliamentary secretaries were mentioned in a 1937 act of the assembly and references to parliamentary secretaries were made even in the proceedings of the house during the erstwhile Left Front regime.
