The protesters led by the party's local MP Ravneet Singh Bittu jumped barricades erected by police and tried to lock the main gate of the office.
They also raised slogans against the SAD-BJP led Punjab government.
Ludhiana Municipal Corporation is totally non-functional and no development work is being carried out in the city from the last five years, the Congress MP said, adding the city has just become a heap of garbage.
Police took about 100 demonstrators including Bittu, MLAs Bharat Bhushan Ashu and Surinder Dawar and District Congress Committee chief Gurpreet Singh Gogi into preventive custody.
Dhillon said that all the promises made by the state government about development of Ludhiana were being fulfilled.
