Police today arrested the owner of the dumper, whose driver is accused of mowing down a police constable when the latter tried to stop the vehicle carrying illegally mined sand from Chambal River on Sunday.
"While Ramlakhan alias Bunty was apprehended today, the driver identified as Tehsildar Singh Gurjar will be arrested by tomorrow," Bhind SP Navneet Bhasin said.
Ramlakhan was arrested on the charge of illegal mining of sand from the Chambal river, he added.
Constable Dharmendra Chouhan had gone to Louhgarh village under Noorabad police station limits along with a team on the intervening night of Saturday and Sunday following a tip-off that some persons involved in a loot incident were hiding there.
He spotted a dumper parked on a roadside there and decided to check it post midnight, police said.
Upon seeing the police, the driver tried to escape from the spot along with the dumper loaded with illegally mined sand.

But, the 40-year-old constable, posted at Noorabad police station, clung onto its door on the driver's side and tried to pull him down.
The driver then started reversing the dumper at a great speed and then turned it towards the driving side. As a result, the vehicle fell into a ditch and overturned, trapping the constable under it resulting in his death.
The dumper driver fled from the spot soon after the incident.
Madhya Pradesh Chief Minister Shivraj Singh Chouhan had announced an SIT probe into the incident and directed the panel to submit its report within a fortnight.
