The Madras High Court today directed the state registration department to correct discrepancies in it's website at the earliest without delay.
Disposing a PIL petition by one Sankaralingam, Justices K K Sasidharan and G R Swaminathan also ruled that registration authorities cannot decline to register documents offline since online registration was only in the pilot stage.
They also could not refuse to receive documents for registration by insisting that the registrants pay stamp duty only as per guideline valuation in the website.
The Judges said the statutory function of index creation must be performed only by the sub-registrar and could not be prepared by document writers or registrants.
The Petitioner sought a direction to correct all 'discrepancies' in the website of the registration department, especially in index matters and guideline values.
The judges said introduction and application of technology was imperative and the registration department must embrace e-governance totally though there may be initial glitches.
The registration department should respond with speed and alacrity with issues brought to the notice of the officials for remedial actions, the court said.
