Tripura cadre IPS officer Jaydeep Nayak, who was on deputation to Odisha, has been identified as the prime accused in the misappropriation case involving Rs 88 lakh.
Nayak, allegedly in connivance with others, disbursed Rs 88 lakh during 2014-15 in the name of making SC, ST students and SHG members computer literate when he was heading the Human Rights Protection Cell (HRPC).
Nayak, who has gone back to his parent cadre, could not be immediately contacted for comment.
Besides ex-IGP Nayak, the vigilance department also booked Basanta Kumar Pradhan, ex-DSP, Pracheta Kumar Mishra, former senior stenographer, all of the SC and ST Protection Cell of the Human Rights Protection Cell, Cuttack, Asutosh Mishra, Proprietor of Axis Computer, Kalyani Nagar, Cuttack, Chandi Charan Patnaik, General Manager of M/s Axis Computer, Cuttack and Mamata Rout, Proprietor of Dev Graphics (Printing Press), Kalyani Nagar, Cuttack.

"The six persons including IPS Nayak allegedly showed undue official favour and disbursed an amount of Rs 88 lakh to M/s Axis Computer in violation of financial norms, without floating any tender, furnishing false and fabricated documents, bills, utilisation/completion certificates and flouting orders, for which the government has sustained a huge loss," the statement said.
Others who have been arrested included Pracheta Kumar Mishra, Asutosh Mishra, Chandi Charan Patnaik and Mamata Rout.
