Additional Session Judge N S Gill accepted Additional Public Prosecutor and Vigilance Bureau counsel Sanjiv Batra's arguments seeking custodial interrogation of the accused.
Batra contended that the documentation and physical demarcation proved that the land sold belonged to government department.
Besides, the officials had executed the sale deed for a mere Rs 6.3 crore, whereas the divisional commissioner had pegged the price of the land at Rs 250 crore, he argued.
It clearly showed that the accused had extended undue consideration to buyers, Batra added.
Vikas's lawyer Ashok Mathur, however, said that his client was innocent and had no role in the case.
The court also rejected the anticipatory bail plea of Ravideep Singh, general power of attorney holder of the land.

Earlier, bail applications of other two accused Yash Pal and Deveinder Singh were adjourned for next Monday.
The court had already dismissed bail pleas of three accused officials naib tehsildar Gurinder Singh Walia, kanungo Pritpal Singh and patwari Suresh Kumar.
Meanwhile, Vigilance SSP Pritam Singh said bureau is conducting raids to nab all the accused in the case who are at large.
He said the procedure to declare the accused as proclaimed offenders will be initiated if they fail to turn up.
The bureau had booked Garg and nine others for the sale of government land situated on Rajbaha Road here in October last year.
Garg, the former Patiala Deputy Commissioner, was booked with other accused on charges of forgery, conspiracy and corruption.
The case was registered following a preliminary enquiry conducted by the bureau on the directions by the state government recently.
