The party, which would contest 15 seats of the 68-member Himachal Assembly in alliance with Himachal Lokhit Morcha, released its manifesto for the November 4 elections here.
Posing itself as a potential third force, state CPI(M) leaders Onkar Shaad, Tikender Panwar and Kuldeep Tanwar in a joint statement today said the party will make a serious bid to win maximum seats and will ensure the victory of Morcha candidates in the remaining seats.
"The BJP and the Congress are two sides of the same coin and are sailing in the same boat. It is only the CPI(M) which can provide clean and honest governance," the CPI(M) leaders claimed.
Like the Congress, the CPI(M) has also focused on youth as the main vote bank and has promised to give minimum daily wage of Rs 300 to workers.
In the manifesto, the party promised to ensure that labour and industrial laws will be properly implemented so as to safeguard the interests of the labour class.
"There exists a strong nexus between the corporate houses, bureaucrats and the politicians who are dabbling in real estate business irrespective of the fact that whether it was Congress or BJP in power" Tikender Panwar said.

Panwar also said the party will set up an education commission to ensure quality education and to check the mushrooming of private universities, which they alleged was happening under the current BJP government.
CPI(M) has also promised to initiate mobile health services to ensure that health services reach every house in urban and rural areas.
On the employment front, the CPI (M) leaders said: "All appointments in the government would be made on regular basis, all adhoc, contract or other such appointments made so far would be regularised and the party will introduce 90 per cent reservation for local people in job in private industries."
The party also promised to remove cap on LPG cylinders, regularisation of all land encroachments and the setting up of a strong Lokayukta.
