Addressing a press meet after a two-day party state committee meeting here, CPI-M State Secretary Pinarayi Vijayan said the economic policies of the Centre and the state had made the lives of people 'miserable'.
Kerala which stood 'first' in the country in checking price rise during LDF rule was now in 17th spot after the Congress led UDF came to power last year, he said.
Vijayan alleged that the UDF government was trying to sabotage the Land Reforms Act and the Paddy and Wetland Conservation Act by bring amendments in these Acts.
CPI-M would launch an agitation by identifying and entering into 'surplus' lands of plantations and individuals, demanding that government recover the lands held in violation of the Act from January 1.
Government should take steps to distribute these lands to landless poor in the state, he said.
Vijayan said some plantations are holding lands illegally over and above the quantum of land leased out and some others violate lease agreements.

"We will identify these lands to the government for action", he said. As per the Land Reforms Act, an individual can hold only 15 acres of land, he added.
As part of protest of putting a cap on number of LPG cylinders, women activists would cook on earthen pots on road sides from Manjeswaram in Kasargode to Parasalla in Thiruvananthapuram on November 1.
Vijayan said the 'supremacy' of IUML in UDF has led to a communal divide in society and alleged that RSS and Sangha Parivar were trying to exploit the situation.
He alleged that some judges were making statements without 'primary awareness of justice'. Some of them were making 'political comments' when CPI-M cadres approach courts seeking bail in 'false' cases filed by the UDF government, he alleged.
He said law and order situation in Kerala has 'collapsed.'
On the recently held 'Emerging Kerala global meet, he said it was a total failure as it was held only for the benefit of real estate people.
